- Coordinated and supervised a series of highly successful, nationwide, Quality Housing and Work Responsibility Act training conferences involving up to 50 training modules per 5-day conferences resulting in the training on new reform legislation for 9,000 PHA staff, HUD staff and resident leaders. Personally trained over 800 conference attendees on Section 504/ADA/ABA and the Fair Housing Act.
- Principal HUD negotiator and implementation team member for Section 504/ADA Voluntary Compliance Agreements for the New York City Housing Authority and the District of Columbia Housing Authority resulting in over 10,700 fully accessible units made available or committed and accessible non-housing activities/facilities such as commercial space, offices, public community centers, training centers including thousands of reasonable accommodations for residents with disabilities. Re-configured existing, small, units and developed alternatives for accessibility including non-housing activities. Provided technical assistance on the Baltimore Housing Authority Section 504 case. Note: The New York City VCA is currently used as the template for all PHA VCAs.
- Conceptualized, coordinated and implemented a nationwide, 4-hour, Section 504/ADA satellite broadcast and web-cast training session for the public housing industry and advocates for people with disabilities (December 2003).
- Conceptualized and authored PIH’s Accessibility Notices for the public housing industry which provides guidance and clarifies compliance requirements and overlapping requirements of Section 504, the Americans with Disabilities Act, the Architectural Barriers Act and the Fair Housing Act (latest issuance – March 2006). Other HUD offices directed to issue their program specific Notices using my original Notice as the template.
- Served on the HUD Secretary’s Disability Task Force as of December 2003.
- Provided advocacy and technical assistance at the local and national level for people with disabilities.
- Principal and trainer – implementation and conduct of a non-denominational seminar on accessibility in churches for the Metro DC area – Episcopal Senior Ministries, Episcopal Diocese of Washington, DC.
